He was very active in the actual Belgium and the Netherlands, he is traditionally known as "the father of oil painting", i'm sure you'll appreciate his artistic skills.
The mirror is a reference to the use of mirrors he used to make this painting, this is what David Hockney explains in his book 'Secret Knowledge'

This image is very sad to me. I can see why Jan van is considered the father of oil painting. The shadows and lighting create amazing texture. I know what it would feel like to touch any piece of this in person. But the woman looks like she has horns, the man says 'I'm here but only because I have to and nothing more.' And the weird dog/cat at the bottom says 'I'm not even really here.'
